Land and Land Reforms and Refugees Relief and Rehabilitation of West Bengal
Before we know about this largest division of the Government of West Bengal, let’s know about the two parts of the division separately. An examination of the origins and structure of the department reveals that it was a new version of the Board of Revenue formed by the British.
The department was formed by the British at that time in 1793 AD. But after the liberation of India from British rule in 1947, West Bengal became a separate administrative luminary and the West Bengal government formed a new division for land reclamation and land conservation which later came to be known as Land and Land Reform.
Currently, the department is working on land version land supervision and distribution of illegal and unused landforms among landless people.
On the other hand, the administrative structure of the Refugee Relief and Rehabilitation Department of the West Bengal government works for the comprehensive rehabilitation of the refugees.
All those who migrated to West Bengal from East Pakistan in 1971 were recognized as citizens of India by issuing an Ordinance in 1974. Since then there has been a need to distribute adequate land among these people and ensure their proper rehabilitation.
This department has been working separately since its inception in 2016. It has been conducting its activities in collaboration with the Land and Land Reform Department.
Objectives of the Land and Land Reform Department of West Bengal
So far we have come to know about a very important administrative department of the Government of West Bengal. The rules and regulations of the division are multi-faceted and at the root of which are the aims and objectives of the department.
The land was handed over to a zamindar through the permanent settlement that was prevalent during British rule. The landowner could rule it for more than 10 years. In this way, the land began to be reserved for one person.
In fact, the main objective of the feudal system was to keep the land as the main means of production for a zamindar class. With this goal in mind, the division is formed.
The department wants to ensure wealth development through equitable distribution of land and by allocating land among all, a specific place of residence for all.
Functions of the Land and Land Reform Department of West Bengal
Let us first learn about the functions of the Land and Land Reform Department, one of the administrative structures of the Government of West Bengal. Then another important part of the department will discuss the functions of the Refugee Relief and Rehabilitation Department.
Firstly, the main task of the proper Department of Land and Land Reforms of the Government of West Bengal is to ensure the distribution of land.
Therefore, the department works to distribute any abandoned and unused lands among the landless without leaving them in an abandoned state. To this end, the department passed two important laws, one in 1953 and the other in 1955.
Secondly, the Land and Land Reforms Department of the Government of West Bengal keeps a record of the land information, i.e., the information about where the land is located and what land is abandoned.
And subsequently, the department has its own website and application for the use of this information on the general public.
Thirdly, the Land and Land Reform Department of the Government of West Bengal operates various schemes. One of the popular projects is ‘Nijo Griha Nijo Bhumi’ Basically the expansion through this project ensures land distribution and provides a certain amount of land and its ownership to all.
Fourthly, the department has the power to formulate all kinds of policies related to land. In other words, the department formulates various policies for the protection of individual property and assists the government of West Bengal in implementing them.
Functions of the Refugee Relief and Rehabilitation Department of West Bengal
The Refugee Relief and Rehabilitation of the Government of West Bengal works in conjunction with the Land and Land Reform Department. We have already discussed that in the seventies, many refugees from East Pakistan took up residence in West Bengal.
The then Prime Minister Indira Gandhi granted asylum to these homeless refugees and issued an order to ensure their proper selection.
However, at present, this sub-divisional train is working for countries other than East Pakistan, as it is often observed that a large number of refugees from neighboring countries take up residence in West Bengal and their rehabilitation becomes very important.
Official Website of Land and Land Reform Department of West Bengal
Like other administrative departments of the West Bengal government, Land and Land Reform has its own website. It is an IT platform through which this department of the West Bengal government wants to ensure its digital service.
However, an important and interesting aspect of this division is that it has an automated application. The application is basically a web-based application called Banglar Bhumi.
Through this application, the department saves information related to Land. In addition, various information and services are available through the official website. And schemes services can reach the doorsteps of the people.
Land is a natural resource of a state or government structure. The economy of a country depends on its sufficient land area because various agricultural products are produced here and livable houses for the people are built on this land.
Where the lands were under private ownership during British rule, the distribution of lands started from independence which is one of the basic demands of the common man.
So it goes without saying that the West Bengal government’s Land and Land Reform and Refugee Relief and Rehabilitation are very important and it is providing various services properly.
